It was established in 2003 (Government Gazette 144/12-6-2003), at the Department of Early Childhood Education, Faculty of Education, University of Ioannina, and serves main educational and research needs in the fields of information technology, educational programs using ICT, and scientific research (Methodology-Analysis-Results).

From April 1994 to 1998 Lecturer at the Pedagogical Department of Kindergarten Teachers of the University of Ioannina. After September 1998 Supt. Professor at the Pedagogical Department of Kindergarten Teachers of the University of Ioannina, with the subject "Information and Applied Mathematics with an emphasis on educational programs". From 2003 to 2008 Assoc. Professor at the ECEDU of the University of Ioannina and from 2008 until today Professor at the ECEDU of the University of Ioannina.
